Affidavit: Woman says Odessa's parks & recreation director made 'sexual advance' at her during interview

A 26-year-old woman on Oct. 16 made a report to the Odessa Police Department about "unwanted physical contact" by Max Reyes.
Max Reyes' case has been sent to the district attorney's office for "Judicial Review."

ODESSA, Texas — NewsWest 9 is learning more through an Odessa Police Department (OPD) arrest affidavit Wednesday about City of Odessa's Parks & Recreation Director, Max Reyes, who was arrested on Nov. 21 for official oppression.

According to the affidavit, on Oct. 16, a 26-year-old woman reported to OPD in regards to unwanted physical contact by Reyes.

The next day, she sat made the full report to the person listed on the affidavit, Javier Gonzales.

The affidavit states that she claimed Reyes made a "sexual advance" at her during an interview in mid-August. The meeting was held in the 1100 block of West 42nd St. She also told Gonzales that it was just her and Reyes in the room during the interview.

According to the affidavit, the woman felt weird during the interview and could see "Reyes adjusting his crotch area."

The affidavit states that at the conclusion of the interview, she said Reyes approached her, grabbed her waist area and pulled her close, as to hug her.

She told Gonzales that as she turned away, she could feel Reyes touch her back area with some body part or some item. Due to that body part or item being redacted from the affidavit, NewsWest 9 is not able to disclose that word to the public.

According to the affidavit, Reyes pulled away from her and said that she owed him since he was giving her an opportunity with, "said department." Reyes also told her that he has connections with the "City of Odessa higher echelon."

During the investigation, Gonzales was able to speak with Reyes who denied all wrongdoing and said that he only gave a "handshake" to the woman. Reyes denied making any comments sexually or in regards to having connections with the city.

According to the affidavit, during the interview between Reyes and the 26-year-old woman, she reported that he started answering the questions to the interview on paper, to help her. Gonzales said Reyes admitted he did that.

At the bottom of the affidavit, it states that Reyes, a public servant by employment, "intentionally subjected her to sexual harassment by making sexual advances at her, both verbal and by unwanted physical contact."

Reyes was arrested for official oppression and is out on bond.
