Animals living in unsanitary conditions leads to arrest of Wink man

WINK, Texas — A man was arrested in Wink Tuesday for multiple counts of animal cruelty, according to the Winkler County Sheriff's Office (WCSO).

The Wink Police Department (WPD) had received a report of possible animal cruelty or animals living in unsanitary conditions.

Upon receiving the report, an officer conducted a follow up visit to the address provided. When he arrived, he could smell a strong odor around the residence.

WPD called in WCSO to assist in the investigation.

Upon further investigation, WCSO said, "the majority of the interior of the residence, and dog kennels were covered in fecal matter and urine."

WCSO also said, "it was further observed that several dogs were not being properly cared for and displayed symptoms of poor health, possible injuries, and aggression."

The man they say was responsible for the poor care was a 30-year-old Wink man, identified as Theodore Joe Frie. 

The dogs living at the residence were seized by WPD and were sent to receive veterinary care. 

Frie was arrested and charged with seven counts of cruelty to non-livestock animals.
