Man arrested for allegedly choking out Odessa police officer

Eugenio Feliciano has been arrested for aggravated assault against public servant, public intoxication, criminal mischief and resisting arrest.

ODESSA, Texas — A man in Odessa was arrested last week for assaulting a police officer by using deadly force.

According to the arrest affidavit, the Odessa Police Department responded to a call from a residence along Coronado Ave. on Thursday, Sept. 26. The person called saying a suspicious person at the intersection of 15th and Coronado was displaying erratic behavior, had a knife and was trying to fight people. 

When officers arrived, Eugenio Feliciano was reported to have "slurred speech" and "was swaying," which led officials to believe he was intoxicated. 

"Through training and experience, this behavior is associated with intoxication. Due to him being intoxicated in public, causing disturbances and making himself a danger to himself and others, Officers went to place Eugenio under arrest," Odessa Corporal David Morgan stated in the affidavit. 

Corporal Morgan said that another member of OPD on scene, Officer Miller, grabbed Feliciano by his arm and attempted to arrest him. 

As Officer Miller went to grab Feliciano, he resisted. Officers brought him to the ground, he kept resisting and Feliciano grabbed Officer Miller's neck and head, putting him into a chokehold.

Officers were eventually able to get Feliciano into handcuffs, but he continued with his erratic behavior by kicking Officer Miller in the face. 

Feliciano also caused between $750 to $2,500 in damages to a patrol car. 

Feliciano is now facing charges for public intoxication, resisting arrest, aggravated assault against a public servant and criminal mischief.
