SAN ANTONIO — Uvalde has set a special City Council meeting for leaders to learn the findings of a 19-month internal investigation into the law enforcement response at the Robb Elementary School shooting.
In the aftermath of a special Texas House Committee revealing its findings about the shooting in July 2022, then-Mayor Don McLaughlin announced the city was embarking on its own investigation, led by Austin-based detective Jesse Prado.
His investigation wasn't without roadblocks; last October the city accused Uvalde County District Attorney Christina Mitchell of blocking Prado's efforts, saying her office was refusing to provide information he had requested. The city sued Mitchell as a result.
Prado's investigation was focused on the Uvalde Police Department's response to Robb, where 19 students and two teachers were killed by a gunman over the course of an hour. Multiple investigations into the shooting found widespread failures on the part of responding law enforcement, which ranged from Uvalde school police to state troopers. Specifically, the city said Prado would look into the actions of Lt. Mariano Pargas, who was acting chief of police on the day of the shooting.
The agenda for Thursday's meeting is a short one. Following a closed-door executive session in which council members will meet with the Uvalde city attorney, Prado will present his findings on Uvalde police's response. Members of the public will then be allowed to comment, so long as it's related to the investigation and provided they've signed up beforehand.
Then, the agenda indicates, City Council will discuss and potentially vote on "waiving attorney-client privilege" regarding Prado's report. It's unclear exactly what information might be released if that action item is approved.
The meeting is set for 2 p.m. at the SSGT Willie de Leon Civic Center.
