Wagner Noel incident suspect transferred to Midland County Jail, pending disposition

Jeramiah David Hall, 31, has been charged with one count of aggravated assault of a public servant with more charges pending, according to UTPB Police.

ODESSA, Texas — UPDATE: According to the Midland County Arrest Report, Jeramiah David Hall, responsible for the Wagner Noel incident from Oct. 20, was transferred to the Midland County Jail on a $1 million bond Wednesday.

According to the current detainee roster, Hall is pending disposition.

Jeramiah David Hall, responsible for the Wagner Noel incident on Friday, Oct. 20, has been booked into Ector County Jail on $1 million bond, according to UTPB.

UTPB Police earlier on Monday named the suspect responsible for the incident near the Wagner Noel Center.

Hall, 31, who is in stable condition after being shot by police Friday, has been charged with one count of aggravated assault on a public servant with more charges pending investigation.

According to Ector County jail records, Hall has been arrested multiple times since 2014. Charges include criminal mischief and resisting arrest.

NewsWest 9 previously covered him back in 2018, when he was arrested for two counts of assault on a public servant, theft, evading and resisting arrest and public intoxication.

UTPB Police Department is investigating the incident since the building is owned by UTPB.

Hall stole the front end loader and came dangerously close to people who were leaving the Center. He then drove through the parking lot and onto the highway where five UTPB Police officers shot their firearms towards him.

Hall sustained multiple gunshot wounds. Officers administered first aid and he was taken to the hospital. 

No guests or officers were injured.

Per UT System Police Policy, the five UTPB officers involved in the shooting will be placed on paid administrative leave pending the results of the investigation.

The Texas Rangers will be handling the criminal investigation. 

Charlotte Stroud was one woman who was leaving the Wagner Noel Performing Arts Center with her friend that night and says the front-end loader was right near their car.

"We got in our car and all of a sudden the cops the UTPB police came running up and drew their guns and they were standing right in front of our car where we couldn’t move and when we turned around to see what was going on the front end loader was coming at us," Stroud said.

"He was right on the edge of the curb about 10 feet from us. It was so scary. I just thought…my friend was in the driver seat and I was on the passenger side and of course he was coming towards the side of the car where I was sitting and I was like oh my god go he's gonna hit us he's gonna hit us," Stroud said. "We’re yelling stop and just by sheer miracle he stopped and put it in reverse and the cop moved and we were able to move out of the way a little bit."

She thanks for the law enforcement agencies for their swift response.

"You know one thing that I wanna say for sure is those UTPB Police who came running out of the Wagner Noel on foot there were no police cars when that part happened it was just them and that front end loader and then the cops started coming in their cars so they really saved us," Stroud said.
